WAST grew out of the Wrexham Against Stock Transfer campaign, which won a resounding No vote against stock transfer in March 2004. Before then, Bridgend had voted to transfer its housing stock to a new housing association.
Since then, Rhondda Cynon Taf, Monmouth, Conwy, Merthyr and Torfaen have opted for stock transfer by narrow majorities (a few hundred only in the case of Merthyr and Conwy). Swansea delivered another clear No and many other councils have shown a clear business case to the Assembly that means they will not go to ballot.
